I have a system running release 7(27), but the 1403 phones do not come up. No application firmware is shown on the display. any ideas on how to correct this problem

It depends how your system is setup. The firmware needs to be transferred to the phone somehow (if it is a new phone just out of the box). Do the other 1403 phones in the environment work correctly?

I have the same problem, what i do, backup the configuration, reset to default an automatically begin to update the firmware

you can use ipoffice manager pc like a tftp server and your phones come up to upgrade!! very slow but functional
try that
